Based on a comparison of 23 countries in July 2017, Spain ranked the highest in Unemployment according to ILO definition with 16.7% followed by Italy and Cyprus. On the other end of the scale was Czechia with 2.80%, Germany with 3.60% and Malta with 4.00%.
