Based on a comparison of 31 countries in 2011, USA ranked the highest in total public expenditure on tertiary level of education (pps mil) with PPS 153,549 mil followed by Germany and Japan. On the other end of the scale was Malta with PPS 99.8 mil, Iceland with PPS 131 mil and Estonia with PPS 301 mil.
