Based on a comparison of 31 countries in 2011, Denmark ranked the highest in total public expenditure on tertiary level of education as a share of GDP with 2.44% followed by Finland and Norway. On the other end of the scale was Bulgaria with 0.650%, Japan with 0.760% and Italy with 0.830%.
