Based on a comparison of 33 countries in 2011, Malta ranked the highest in total public expenditure on secondary level of education as a share of GDP with 5.25% followed by Cyprus and Finland. On the other end of the scale was Croatia with 0.860%, Romania with 1.07% and Liechtenstein with 1.24%.
