Based on a comparison of 28 countries in 2012, Liechtenstein ranked the highest in share of pupils at isced level 3 (gen) learning 2 or more foreign languages with 100% followed by Luxembourg and Finland. On the other end of the scale was Portugal with 5.30%, Ireland with 7.60% and Spain with 24.6%.
