Based on a comparison of 22 countries in 2011, Luxembourg ranked the highest in Share of Population reading Newspapers in the last 12 months by Education - At least once - First and second stage of tertiary education (levels 5 and 6) with 99.6% followed by Finland and Austria. On the other end of the scale was United Kingdom with 90.6%, Cyprus with 92.3% and Spain with 93.0%.
