Based on a comparison of 4 countries in 2015, Ukraine ranked the highest in share of population aged 20-24 having completed at least upper secondary education (male) enp with 98.3% followed by Georgia and Azerbaijan. On the other end of the scale was Armenia with 75.2%, Azerbaijan with 76.5% and Georgia with 94.2%.
