Based on a comparison of 25 countries in 2016, Romania ranked the highest in Share of persons who cannot afford a telephone with 3.60% followed by Bulgaria and Hungary. On the other end of the scale was Norway with 0.100%, France with 0.100% and Slovenia with 0.100%.
