Based on a comparison of 32 countries in 2016, Romania ranked the highest in Share of persons who cannot afford a personal car (Below 60% of median equivalised income) with 51.9% followed by Bulgaria and Serbia. On the other end of the scale was Italy with 5.40%, Luxembourg with 8.80% and France with 8.90%.
