Based on a comparison of 32 countries in 2012, Lithuania ranked the highest in Participation in Tertiary Education (ISCED 1997) by Field of Education - Total - First stage of tertiary education not leading directly to an advanced research qualification (level 5) - Total - As % of Population Aged 25-29 with 95.2% followed by Iceland and Finland. On the other end of the scale was Luxembourg with 15.9%, Macedonia with 38.2% and Malta with 39.3%.
