Based on a comparison of 32 countries in 2012, Finland ranked the highest in Participation in Tertiary Education (ISCED 1997) by Field of Education - Total - First stage of tertiary education not leading directly to an advanced research qualification (level 5) - Total - As % of Population Aged 20-29 with 45.3% followed by Iceland and Lithuania. On the other end of the scale was Luxembourg with 8.50%, Macedonia with 19.4% and Malta with 19.9%.
