Based on a comparison of 32 countries in 2012, Finland ranked the highest in Participation in Tertiary Education (ISCED 1997) by Field of Education - Total - First stage of tertiary education not leading directly to an advanced research qualification (level 5) - Males - As % of Population Aged 25-29 with 78.3% followed by Lithuania and Netherlands. On the other end of the scale was Luxembourg with 15.0%, Malta with 31.2% and Macedonia with 34.9%.
