Based on a comparison of 32 countries in 2012, Turkey ranked the highest in Participation in Tertiary Education (ISCED 1997) by Field of Education - Total - First stage of tertiary education not leading directly to an advanced research qualification (level 5) - Males - As % of Population Aged 20-29 with 41.2% followed by Finland and Netherlands. On the other end of the scale was Luxembourg with 8.00%, Malta with 16.4% and Macedonia with 17.7%.
