Based on a comparison of 32 countries in 2012, Iceland ranked the highest in Participation in Tertiary Education (ISCED 1997) by Field of Education - Total - First stage of tertiary education not leading directly to an advanced research qualification (level 5) - Females - As % of Population Aged 25-29 with 117% followed by Lithuania and Finland. On the other end of the scale was Luxembourg with 16.8%, Macedonia with 41.7% and Cyprus with 42.9%.
