Based on a comparison of 32 countries in 2012, Finland ranked the highest in Participation in Tertiary Education (ISCED 1997) by Field of Education - Total - First and second stage of tertiary education (levels 5 and 6) - Total - As % of Population Aged 20-29 with 48.4% followed by Iceland and Lithuania. On the other end of the scale was Luxembourg with 9.10%, Macedonia with 19.5% and Malta with 20.1%.
