Based on a comparison of 32 countries in 2012, Finland ranked the highest in Participation in Tertiary Education (ISCED 1997) by Field of Education - Total - First and second stage of tertiary education (levels 5 and 6) - Males - As % of Population Aged 20-29 with 43.8% followed by Turkey and Netherlands. On the other end of the scale was Luxembourg with 8.70%, Malta with 16.5% and Macedonia with 17.8%.
