Based on a comparison of 32 countries in 2012, Finland ranked the highest in Participation in Tertiary Education (ISCED 1997) by Field of Education - Engineering, manufacturing and construction - First and second stage of tertiary education (levels 5 and 6) - As % of Population Aged 20-29 with 11.7% followed by Slovenia and Lithuania. On the other end of the scale was Luxembourg with 0.700%, Malta with 1.60% and Macedonia with 2.10%.
