Based on a comparison of 32 countries in 2016, Luxembourg ranked the highest in number of manufactured cigarettes sold per capita with 5,167 per year followed by Bulgaria and Czechia. On the other end of the scale was Norway with 334 per year, United Kingdom with 466 per year and Sweden with 592 per year.
