Based on a comparison of 8 countries in 2012, Belgium ranked the highest in number of hand-rolled cigarettes sold per capita of 15+ years old with 738 per year followed by Hungary and Netherlands. On the other end of the scale was Ireland with 95.8 per year, Poland with 116 per year and Portugal with 191 per year.
