Based on a comparison of 8 countries in 2012, Belgium ranked the highest in number of hand-rolled cigarettes sold per capita with 614 per year followed by Hungary and Netherlands. On the other end of the scale was Ireland with 75.3 per year, Poland with 98.4 per year and Portugal with 162 per year.
