Based on a comparison of 18 countries in 2012, Japan ranked the highest in insurance policy holders with 247,282 '000 followed by South Korea and Ukraine. On the other end of the scale was Montenegro with 364 '000, Armenia with 407 '000 and Moldova with 747 '000.
