Based on a comparison of 16 countries in 2012, Finland ranked the highest in Health Care Expenditure per Capita - Out-patient care centres (EUR) with 739 Euro per inhabitant followed by Luxembourg and Iceland. On the other end of the scale was Romania with 1.69 Euro per inhabitant, Estonia with 21.4 Euro per inhabitant and Germany with 22.5 Euro per inhabitant.
