Based on a comparison of 28 countries in 2011, USA ranked the highest in funds provided by the local level of government (as % of funds provided by all levels of government with 74.7% followed by Poland and Finland. On the other end of the scale was Portugal with 0%, Belgium with 3.60% and Spain with 5.40%.
