Average number of foreign languages learned per pupil at ISCED level 3

Based on a comparison of 28 countries in 2012, Luxembourg ranked the highest in average number of foreign languages learned per pupil at isced level 3 with 2.40 followed by Romania and Estonia. On the other end of the scale was Norway with 0.800, Portugal with 0.800 and Denmark with 0.900.
