Based on a comparison of 41 countries in 2014, Belarus ranked the highest in marriages per 1,000 people with 9.36 followed by Azerbaijan and Turkey. On the other end of the scale was Portugal with 3.03, Slovenia with 3.03 and Bulgaria with 3.05.
