Based on a comparison of 32 countries in 2012, Sweden ranked the highest in crimes recorded by the police per 1,000 people with 148 followed by Belgium and Switzerland. On the other end of the scale was Montenegro with 9.41, Serbia with 10.1 and Romania with 14.2.
